It is about disrupting and holding accountable entrenched actors and conduct that have reared their ugly heads again and again over the years continuing to present.
DOJ and federal law have clear definitions for hate crimes, gangs, criminal organizations, racketeering and terrorism. Entangling international ethnic an religious groups and starting a war between them in other countries is more than crossing the proverbial line at one or more borders.
An organizational culture of authority not being accountable to anyone is what protects the responsible, and allows the activities to continue along with assaults, intimidation, use of violence and harm to witnesses, the public and colleagues. When the activities and participants expand and persist over years, the problem is systemic.
Criminal and civil actions, when available, are certainly tools to combat and recourse for the affected. Disruption, degradation and ultimate destruction of these networks can proceed in parallel or separately since the core capabilities to attack are the abilities to manipulate trust, false flag and false attribute. As long as subject-targets are beware of agent provocateurs and especially triangultors, and verify information, they become ineffective. Providing the right amount of information to the right parties at the right time can further neutralize and disband whole networks. Last but not the least, the to-be-manipulated are not known to be fond of informants, double-agents or appreciate being taken for a fool.
