It is about disrupting and holding accountable entrenched actors and conduct that have reared their ugly heads again and again over the years continuing to present.
Legitimate law enforcement relies on cause based and proactive collection of information by relying on human and technological sources and methods. Human networks include paid or coerced sources, manipulated or cultivated relationships.
Undercover operations are built on deception and false narratives that have to be propagated and taken as believable and credible.
Information networks are dual-use, 1 way collection or bi-directional influence networks to inject true or false information as part of small or significant information operations.
The particular nature of these networks — actors, information flows/chains, and barriers to attribution and deterrence — is conducive to abuse — and trivial to manipulate — by many actors (domestic or foreign,) including law enforcement, with little or no accountability. In those cases, when things go bad they pose serious harm; raising awareness and transparency to reduce risk and prevent harm are legitimate courses of action as well as responsibilities.
